After the Second Dominion War, the Federation was enjoying a time of peace and prosperity throughout the Alpha and Beta Quadrants. The Romulan Star Empire and Klingon Empire had entered a period of isolation to rebuild, having suffered the most at the hands of the Dominion. The Federation was even on peaceful terms with the Hirogen Empire, which had entered the Gamma Quadrant only a few years earlier, decimating what remained of the Dominion, and taking control of their space.
As the years passed after the war, the quadrants began to once again stabalize. The Hirogen Empire, happy for the time being, kept mostly to itself in the Gamma Quadrant, though they would make contact with the Federation on occasion, and offer exchanges of data and information. A small clan of Jem'Hadar that settled in the Alpha Quadrant were accepted after a while, and some even joined Starfleet Academy and began to serve on starships. The Romulan Star Empire stayed in isolation, as did several other races that had participated in the war. The Klingon Empire slowly came out of isolation, but the peace with the Federation was a shaky, as if a minor incident could throw them into a war.
